Council Authority Theme Deck

The ivy-covered walls of Highcourt conceal many secrets. From the comfort and safety of their palatial mansions, the men and women of the Central Council devise the laws and regulations that shape people’s lives in Macedon. Will you follow Joseph Tromburg, beloved and aging President of the city? Will you join with the secretive Ben Gentry, as he works from the shadows to expand his web of intrigue? Or will you stand with Captain Mason, the Keeper of the Peace, as he marshals the Council’s guards to action?

In the Council Authority theme deck, the choice is yours. Choose any Prime to be your Persona, recruit Followers to your cause, and lead them to victory over your enemies.

Bureaucracy in Action

The Council is protected by an endless bureaucratic machine, as demonstrated in the unique Council keyword mechanic: Kickback. Each time you play a card with Kickback, you’ll get an extra play that turn — provided the extra card you play is an Action or Hidden card.

The Council also knows the value of secret information, and they make excellent use of Hidden Actions. When you play a Hidden card, you don’t get its effect right away — instead, the card stays in your Hide-out, face-down. Once the right condition is met, you can choose to reveal it — and catch your opponents in your trap.

Two Ways to Play

You can play the Council Authority deck right out of the box, with no preparation required — just choose a Persona, shuffle up, and go. We recommend battling against players with other theme decks, as the decks are already tuned to be played against one another. The Episode I: Firstborn set includes the Glory of Wren, Council Authority and Clarity Experiments decks, and even more decks will be released in future episodes — more enemies to test your mettle!

Once you’ve seen what your theme deck can do, you can strip it down and build your own deck from the cards. Decks you construct yourself only need to be 40 cards — you can pick and choose which of the cards from the Council Authority deck you want to include. The other theme decks also add more cards to expand your collection, and unlock new avenues for deckbuilding. The choices are endless!
